Weekly Dark Pool Report — September 21-25 2026

MobyTick's weekly dark pool report: 13 callouts with Above/Below levels, a 50K-share dark pool flow breakdown (46.73B broad ETFs), and the SEC's tokenized-stock Innovation Exemption explained.

Market Overview

The major ETFs split on the week. QQQ led at plus 2.58%. IWM and DIA both fell.

The FOMC raised the federal funds rate 25 basis points to a 3.75% to 4.00% target range on Wednesday September 16, voting 12-0. All four ETFs printed their weekly lows that session, then recovered Thursday and Friday. The 10-year Treasury yield moved back above 5.0% after the decision.

Friday September 18 was the quarterly triple-witching expiration. Across a fixed basket of 22 broad-market and sector ETFs, Friday printed $50.85B in dark pool notional against a Monday-through-Thursday average of $26.16B, or 1.94 times.

Of the 13 callouts in the prior issue, 3 tagged the Above level, 8 tagged the Below level, and 2 stayed inside the band. Five reached at least one target.

INTC ran 4.08% past its 107.00 Above trigger to a 111.37 high and reached its first target at 110.00. WMT extended 2.08% past 107.50 without reaching a target, and PLTR edged 0.21% past 177.50.

On the Below side, IWM crossed 287.50 and reached its second target at 282.50 with a 281.03 low. AMZN crossed 249.50 and reached its second target at 246.00. SPY crossed 757.00 and reached its second target at 750.00. QQQ crossed 707.50 and reached its first target at 700.00. AADX, UNH, NXPI and MRK each crossed their Below level without reaching a target. HPE and NVDA held inside their bands all week.

Broad market ETFs printed $146.73B in dark pool notional from September 14 to September 18. The fourteen sector funds printed $8.78B. Broad vehicles ran 16.7 times sector notional, and sector products were 5.6% of the $155.51B combined ETF tape. Every one of the fourteen sector funds printed this week.

SPY carried $70.31B, or 47.9% of broad notional, on 92.49M shares. It ran 3.03 times IVV, 2.87 times QQQ, 7.98 times IWM, and 8.01 times the entire fourteen-fund sector complex. The three S&P 500 trackers together held $111.52B, 76.0% of broad notional. Friday alone accounted for $28.96B of SPY’s week, 41.2% of its five-day total.

Educational Feature

On September 17, 2026 the SEC issued Exchange Act Release 34-106402. It grants conditional five-year relief letting qualifying venues trade tokenized US equities without registering as an exchange, and lets firms supply liquidity to those venues without registering as dealers. Chair Paul Atkins described it as an interim step pending durable rulemaking. The order arrived two days after the CLARITY Act failed a Senate procedural vote, 49 to 50.

A tokenized share represents ownership of a real company on a blockchain ledger instead of through the DTCC book-entry chain, where a depository subsidiary is the registered owner and your broker holds a claim on its behalf. Two products carry the “tokenized stock” label, and the order treats them differently.

Settlement is where the mechanics bite. Registered onchain shares can settle in seconds against stablecoins or tokenized money market funds, which the order permits as the cash leg. US equities currently settle the next business day. Instant settlement reduces the float, collateral and counterparty-risk services that clearing intermediaries are paid to provide.

The two exchange operators that already hold tokenization rule approvals, ICE and NDAQ, printed $251.5M combined. The two venues whose current retail products do not qualify under the order, HOOD and COIN, printed $379.1M. Securitize, whose registered onchain share model the order accommodates, printed $34.3M across 4 levels, all of them on September 18. Its heaviest level that session aggregated 2,713,392 shares at $10.86, worth $29.5M, with further levels at $10.05 (260,495 shares), $10.20 (68,705) and $9.40 (160,000).

ICE carried heavier flow before this window. It printed 1,732,504 shares at $157.76 on September 8, worth $273.3M, and 1,512,528 shares at $149.75 on August 6, worth $226.5M. Inside the September 14 to 18 week its dark pool flow fell to $132.1M across 5 levels, while Friday’s consolidated volume reached 4.30M shares, the highest of its trailing eight sessions, closing at 155.47 against a 50-day moving average of 152.58.

Key takeaway

Format does not change the law. A tokenized equity remains an equity, gated by registration or an exemption, and the relief that makes onchain trading possible is capped, conditional and expires in five years. Our tape puts $2.40B of dark pool flow across 13 tokenization-linked names for the week, against $146.73B in broad-market ETFs alone. The infrastructure approvals are further along than the off-exchange flow behind them.
